Brian T. Debs EXPERIENCE
SUMMARY
Mr. Debs is an internationally recognized management consultant to energy
related companies worldwide. Mr. Debs has more than 34 years of private
sector and government experience in the assessment, analysis and
improvement of issues related to nuclear facilities. Mr. Debs experience
includes serving as a manager for Westinghouse Electric Company, as
executive manager of Ontario Hydro and Ontario Power Generation, the
Nuclear Regulatory Commission, and in the US Naval Propulsion Program.
Mr. Debs has supported a range of US government programs, including the
conduct of independent reviews for DOE at LANL, and the Hanford and Oak
Ridge sites.
In 1996-1997, Mr. Debs played a key role in planning and conducting an
Independent Integrated Performance Assessment (IIPA) on Ontario Hydro’s
nuclear power generation program that involved 20 nuclear power plants.
The IIPA identified the key management and deficiencies in the program,
and recommended corrective action.
From 1997-2000, Mr. Debs served as Vice President of Ontario Power
Generation in Toronto, Canada. During Mr. Debs' tenure at Ontario Power
Generation, he served in a number of roles in managing its nuclear
operations Mr. Debs' challenge in these assignments was to manage the
culture change and multi billion-dollar plant recovery and upgrade program
that resulted from the IIPA. Mr. Debs responsibilities also included
assessing the performance of operations, determining if the performance
metrics indicated improvement, and identifying needed improvements to
assure continued safe operations. These activities were conducted at a
time when Ontario Power Generation was being restructured and deregulated.
Prior to Mr. Debs' assignment at Ontario Power Generation, he served as
Vice President of United Energy Services Corporation, Inc. in Norcross,
GA. UESC, a subsidiary of Gilbert Commonwealth, provided technical and
management consulting services to utility and government clients in the
field of energy. At UESC Mr. Debs group played a key role in assisting the
United States Enrichment Corporation in assessing its nuclear fuel
operations, recommending improvements and implementing changes to prepare
for regulation by the Nuclear Regulatory Commission. In addition, Mr. Debs
developed a performance assessment program for Pacific Gas & Electric’s
Diablo Canyon plant, provided management assessment oversight at Toledo
Edison’s Davis Besse Plant, performed an operational readiness review of
SMUD’s Rancho Seco plant, and performed operation assessments at Georgia
Power Company’s Hatch plant, and Carolina Power and Light’s Brunswick
plant.
Mr. Debs also served as a senior manager of the Impell Corporation, a
nuclear services firm, from 1986-1987. In this capacity he conducted
assessments and developed recovery plans for a number of nuclear
facilities including the Savannah River K-Reactor, TVA’s Sequoyah plant,
HL&P South Texas Project, Baltimore Gas & Electric,
Mr. Debs experience also includes serving as a senior manager at the US
Nuclear Regulatory Commission from 1982-1986, during which time he
directed and conducted reviews of 31 operating reactor plants. In 1986,
Mr. Debs served as NRC section chief for reactor projects in NRC Region
II. In 1985, Mr. Debs served as acting section chief for operational
programs, Region II. From 1982-1984, Mr. Debs served as an NRC reactor
inspector. From 1980-1982 Mr. Debs served as a Westinghouse Operations
manager with the US Naval Nuclear Propulsion Program.
Mr. Debs received a BS in Mathematics from Purdue University and a degree
in Business Administration from Loyola University. Mr. Debs has served as
a member of the World Association of Nuclear Operators International
Advisory Council, the American Health Physics Society, and the Canadian
Nuclear Association. |
