George W. Jackson
Mr. Jackson is a senior executive with 30 years’ experience in the
demanding high-technology environment. He has an extensive record of
achievement in working as a customer-oriented team player; leading,
motivating and developing professionals; and designing strategies,
processes, and operations to enhance project execution, increase safety,
and improve financial performance. Mr. Jackson has experience with
commercial and U.S. Department of Energy (DOE) projects: construction; and
operating facilities in nuclear, power, and waste treatment/disposal. Mr.
Jackson holds an MBA degree and is a Licensed Professional Engineer.
SIGNIFICANT CAREER ACCOMPLISHMENTS
Started up seven processes for stabilizing and packaging 18 metric tons of
plutonium-bearing material at DOE’s Hanford Site in Washington State.
Quadrupled production rates in less than two years, completing the project
ahead of schedule and under budget. Became the first project in the
Complex to package plutonium metals in DOE-STD-3013-compliant welded
containers for long-term storage.
Removed 2,100 metric tons of degraded spent nuclear fuel from two,
million-gallon basins, meeting a legally binding agreement among
Washington State, the U.S. Environmental Protection Agency, and the DOE.
The Spent Nuclear Fuel Project was one of DOE’s top five risk-reduction
projects.
Accelerated the retrieval, characterization, processing, packaging, and
shipment of transuranic waste to DOE’s Waste Isolation Pilot Plant in New
Mexico. Over a three-year period, increased the shipping rate from
two-per-month to twelve-per-month.
Achieved an exceptional record for earning incentive fee at the Hanford
Site: 96% ($6M) in 1996; 95% in 2001 and 2002, respectively. Achieved
130% ($7.8M) of business-unit earnings before income taxes (EBIT) in 1999.
Developed and implemented the strategy for negotiating performance
incentives with the DOE for fiscal year 2004. Recorded the highest
performance rating and earned the highest fee since the project’s
inception in 1996.
Improved the OSHA-recordable injury rate at Hanford by 33% from FY’03 to
FY’04 – ending the year at 1.03 recordable injuries for every 200,000
hours worked.
Completed the first open-air demolition in the DOE Complex of a
plutonium-processing facility.
Led the contractor team that reduced the Hanford Site’s indirect budget by
19% ($64M) over two years.
Planned and implemented the recovery of two, fixed-price liquid effluent
treatment and disposal-facility projects that were experiencing
significant schedule delays and cost overruns. Completed construction and
began startup in time to avoid regulatory enforcement action and with
project total estimated cost ($40M).
Led the conceptual design testing and options for the Basalt Waste
Isolation Project for the DOE’s national program for a geological
repository for high-level nuclear waste.
Improved the efficiency for stabilizing and packaging plutonium at DOE’s
Rocky Flats Site by increasing production from less than 5 to more than 40
metric tons (40% of total) in one year.
Managed the completion of engineering and design activities during the
construction and startup of a commercial 1150MWe boiling water nuclear
power plant in the Northwest
