DETAILED EXPERIENCE

Quality Engineer / Buyers Technical Representative Supported Project Engineering on the U-107 Dissolution and Retrieval Project at Hanford Tank Farms. Supported the Office of River Protection (ORP) in the oversight of the Waste Treatment Plant (WTP) to ensure the future ability to construct, commission, operate, and maintain the facility.

Developed and monitored contracts, assisted with schedule, planning, and resolution of issues. Lead oversight for Balance of Facilities, Quality, Human Factors, Safety, and Interface Control Documents (ICD. Coordinate review of A&E contractor deliverables and perform assessments of processes and products to verify compliance with ORP requirements. Reviews include human factors, design process, hazards analysis, plans, procedures, design documents, performance specifications, procurement packages, H&S plan and event reporting. Participate in facility design and ISM reviews.

Price Anderson Amendments Act (PAAA) Coordinator / Quality Assurance Auditor WTP, Hanford Supported Senior Management and the Quality Assurance Organization for the WTP: Develop and implement the PAAA program. Performed audits, surveillances, root cause analysis, and provide QA training. Experiences and accomplishments include:

Hazard and Safety Analysis Lead WTP Hanford, Supported ES&H on the RPP-WTP. Implemented the safety case development process for Pretreatment and the Balance of Facilities.

Supported Washington Public Power Supply System at the WNP-2 Plant by preparation and verification of an updated final safety analysis report. Simplify and verify the content of the final safety analysis report by review and comparison with Regulatory Guide 1.70, NUREG 0800, correspondence commitments, and plant documents including design requirements, technical specifications, plant drawings, and procedures. Support provided to the USAR Project Manager. Experience and accomplishments include:

Managed the review and resolution of comments for siting issues, radioactive waste management (source terms, liquid, gaseous, and solid waste systems, and process and effluent monitoring and sampling systems), radiological protection programs and design. The added clarity and verifications of FSAR text provided a document that reduced the utility’s regulatory vulnerability.

Performed security vulnerability assessments of government, military, and private industry facilities. Trained personnel in security vulnerability assessment methodology and force protection. Risk Assessment Methodologies include RAM-C™ (communities) and RAM-CF™ (chemical facilities) developed by Sandia National Laboratories, SAIP™ developed by SERC Associates, and methods requested by the military or government agencies.

Supported Framatome ANP at the Richland, Washington fuel fabrication facility in the development of an integrated safety analysis (ISA) as required by NRC’s 10 CFR 70 requirements. Support provided to the Criticality Safety Manager. Experiences and accomplishments include:

Facilitated plant staff in the review of system design, operations, procedures, and existing plant documentation, and perform system facility walk-downs. Identify and analyze items relied on for safety, develop ISA summary reports, and develop safety case documentation. Systems include Uranium Conversion, Uranium Recovery, Chemical and Engineering Laboratory Analyses, Waste Streams, Ammonia Recovery and Product Test Facility.

Supported BP Oil Company at the Alliance Refinery, Belle Chasse, Louisiana by performance of process safety analysis of plant systems as required by OSHA's PSM rule, 29 CFR 1910 requirements. Support provided to the Engineering Manager. Experiences and accomplishments include:

As Team Leader (in training), facilitate plant staff in the review of system design, operations, procedures, human factors considerations and facility walk-down. The draft report and support documents provided a documented and defensible basis to support regulatory requirements and recommended actions for plant management that enhanced safety and plant reliability.



OREGON DEPARTMENT OF ENERGY

Trojan Resident Manager (80-88) Responsible for the development and administration of nuclear reactor regulation and emergency preparedness programs. Facilities included the Trojan Nuclear Plant, Boardman Coal Plant, two university reactors, and nuclear installations at the Hanford Reservation.

Designed the nation's first state policy, plan and inspection procedures for a commercial nuclear plant. Included evaluating other state programs, working with the NRC and the Attorney General Office concerning the NRC policy statement for state regulation and the state's MOU with the NRC, holding public workshops, and obtaining public concurrence. The Oregon program complemented the NRC program and allowed an excellent working relationship with both the utility and the NRC.

Senior Reactor Operator ARGONNE NATIONAL LABORATORY, TREAT REACTOR FACILITY Responsibilities included operating and refueling the reactor; performing maintenance and radiography; and conducting special reactor experiments. Experiment activities included the assembly, operation, disassembly, and decontamination of liquid sodium flow test equipment for failed fuel research. Also, functioned as Facility Safety Representative, and co-authored the facility’s first maintenance manual, including identification of procurement, storage, and issuance of critical equipment and specification of labor and tool requirements for preventative and corrective maintenance.

Engine Room Supervisor/Level Leader US NAVY, USS LONG BEACH, CGN-9 Mechanical operator on S5-G prototype and the USS Long Beach reactors. Supervised five persons in the maintenance and operation of equipment in assigned areas. Supported special maintenance activities of yard personnel and nuclear refueling operations during shipyard overhaul. Procured and maintained store of replacement parts for the engine room.
