EXPERIENCE

Senior Consultant
Provided Environmental Engineering consulting services to private
industrial companies and to the Tennessee Valley Authority power system.
Services included industrial waste management, assistance with
environmental regulatory compliance, and environmental reviews.
Industrial waste management activities focused on reducing the waste
created, thus saving raw material and waste handling costs. Regulatory
compliance activities included both permit issues and general compliance
with environmental laws. Environmental review activities were generally
tied to requirements of the National Environmental Policy Act (NEPA), e.g.
Environmental Impact Statements (EIS), Environmental Assessments (EA),
Environmental Decision Records (EDR), and Categorical Exclusion Checklists
(CEC).
Specific accomplishments included assisting a metal fabricator to meet
Industrial Storm Water Permit requirements, stay in compliance for
hazardous waste, and estimate the risk of another company’s up-gradient
spill to impact the metal fabricator’s property. Mr. Hillenbrand assisted
ZYP Coatings, Inc. of Oak Ridge, TN in obtaining an air permit and meeting
air pollution requirements for new furnace operations. Mr. Hillenbrand
also assisted ZYP to investigate the practicality of managing and treating
hazardous waste. Mr. Hillenbrand developed and delivered waste reduction
modules for training at an U.S. Army base in Alabama.
Mr. Hillenbrand has performed about 200 environmental reviews, a Phase 1
Environmental Site Assessment (ESA) per ASTM E1527 and conducted training
on how to perform ESAs, waste management and process efficiency audits for
industrial clients (in Air, Water, Wastewater, Solid Waste, Energy), and
collateral documentation for a loan program.
A significant accomplishment by Mr. Hillenbrand was environmental
compliance advice to a large industrial client coming that enabled it to
reduce their projected emissions and receive an air permit without having
to meet requirements for a Potential for Significant Deterioration (PSD)
facility, thus saving up to 18 months to facility opening. Mr. Hillenbrand
worked with natural and cultural resource experts to develop methods to
reduce costs and time for an environmental review.
Mr. Hillenbrand provided Environmental Engineering input to proposals for
various projects, provided an Environmental Review to support a
Categorical Exclusion for siting and constructing a 69 kV sub-transmission
line for an East Tennessee utility. Mr. Hillenbrand also provided Best
Management Practices procedure to reduce construction and operation
run-off impacts on the Right-Of-Way. For another utility, Mr. Hillenbrand
provided a siting study for a planned 69 kV sub-transmission line.
August 1991 to September 2000, TVA
Environmental Engineer
Mr. Hillenbrand provided environmental engineering services including
managing contracts between TVA and the EPA, provided industrial waste
reduction audits for TVA’s industrial customers, coordinated the use of
retired engineers to deliver waste reduction audits in Tennessee and
elsewhere, and provided training to support these activities. Mr.
Hillenbrand was administrative supervisor for 3 contract engineers. In
1996, Mr. Hillenbrand added environmental reviews to his list of skills.
June 1975 to August 1990, TVA
Mechanical Engineer
Mr. Hillenbrand was assigned to the Bellefonte Nuclear Plant. He was
responsible for engineering calculations and drawings for two safety
related piping systems. Mr. Hillenbrand moved to project scheduling for a
few years, mostly with Critical Path Method (CPM) scheduling. After the
project scheduling work, Mr. Hillenbrand provided and technically
supervised calculations and drawings for pipe supports for about 10 years.

Mr. Hillenbrand supplied technical support for heavy equipment sales.

Applications Engineer
Mr. Hillenbrand drafted proposals and cost estimates in response to
Requests for Proposals for electrostatic precipitators. Mr. Hillenbrand
also served as a Technical Writer and provided Market Analyses.
