SUMMARY OF QUALIFICATIONS
Over 30 years of senior management experience in the Safeguards and
Security, Nuclear Operations, Operational Safety, Environmental
Restoration, and Radioactive Waste Management fields at DOE, EG&G,
Lockheed Martin, and small businesses. Extensive knowledge of project
management systems, operational readiness reviews, Safeguards and Security
(S&S) assessments and surveys, Integrated Safety Management Systems
(ISMS), DOE prime contract proposals, red team reviews, and DOE contract
transitions. Has been intimately involved in preparing winning DOE
prime/mini-prime contract proposals, S&S Teams, ORR Teams, ISMS Teams, and
transition plans. Has prepared over six transition plans and has served on
three DOE prime contract transition teams.

Management Consultant, 2004 – Present
Provide expert knowledge on Hanford and Las Vegas Market Analyses,
proposals, transition plans and schedules, red team reviews, S&S
assessments, surveys and reviews, ORR’s, and safety reviews (ISMS).
Advanced Technologies and Laboratories (ATL) International, Inc.,
Richland, WA
Vice President for Richland Operations 2000 – May 2004
Responsible for directing ATL’s Business Development for the Hanford
Nuclear Reservation. Increased ATL sales from $1M/yr to $3.1M+/yr. Heavily
involved in the preparation of mini-prime proposals for DOE/NNSA
Albuquerque Service Center, FFTF, 222-S Analytical Laboratory, Nevada
Security Services, etc. Also responsible for directing major on-site
support contracts to the U.S. Department of Energy, Office of River
Protection, (ORP) and Richland Operations Office (RL). These support
contracts included a $10M five-year contract to provide S&S assessment and
survey support to NNSA HQ and a $750K five-year contract to provide S&S
assessment and survey support to RL. Expert personnel were provided in
S&S, nuclear safety, nuclear operations, operational readiness reviews,
integrated safety management systems, operational assessments,
environmental, occupational safety, and quality. These contracts require a
detailed understanding of DOE Orders, Manuals, nuclear regulations,
contractor procedures, SAR’s, etc. The DOE Orders/Manuals include 413.3,
425.1B, 450 series, 470.1 series, 5634.1, 5480, 830, ISMS Team Leader Hand
Book, etc. Attended DOE Readiness Review Team Lead/Team Member Training
during 2003.
Consultant, Las Vegas, NV 1998 --2000
Provided care to aged parents and consulted part-time on DOE, DoD, NASA,
and Las Vegas Convention Authority proposals. Provided expert advice on
Proposals and Transition Planning.
Lockheed Martin Hanford Corporation, Tank Waste Remediation System
Project (TWRS), Richland, WA
Director 1996 – 1997
Responsible for preparing the Lockheed Martin TWRS organizational
structure and contract transition plan. At the same time also prepared the
Lockheed Martin TWRS Privatization
Management Operating Procedures. During the transition period was
responsible for Planning, Integration and Control, for the $300+ million
TWRS Project. This included developing the TWRS Project organizational
structure, award fee basis, operational assessments, and mapping the
DOE/Lockheed Martin organizational interfaces. The TWRS Project was at
this time the largest national DOE Project and included both Tank Farm
Operations and the Waste Treatment Plant.
Lockheed Env. Systems & Technologies Co., Advanced Program Support, Las
Vegas, NV
General Manager 1992 – 1996
Overall management, coordination, and direction of operations associated
with radioactive and hazardous soil decontamination/volume reduction and
remediation. Primary emphasis was directing environmental restoration
projects and assuring that all management systems associated with
planning, organizing, staffing, directing, and controlling the projects
were complete, understood, followed, and consistent with Lockheed
Management Corporate Directives, Policies, and Practices. Heavily involved
in preparation of the Fernald and Hanford ERMC proposals; Lockheed
contract transition at the Idaho National Engineering Laboratory; the
Hanford Management and Integration proposal; Hanford Privatization
proposal; and the Nevada Test Site proposal. Participated in Idaho
National Engineering Laboratory transition planning. Spent six months, on
INEL transition team, coordinating the transition effort for Site Services
and ES&H.
EG&G Rock Flats, Environment and Waste Management, Golden, CO
Deputy Associate General Manager 1990 – 1992
Assisted the Associate General Manager in a dynamic and hostile
environment with intense pressure from the public and federal/state
regulators. Successfully formulated and established an entire
Environmental Restoration organization and management structure (800
employees), from scratch. Provided the DOE grounded experience necessary
to develop and direct the successful Environmental Restoration Program
planning and budgeting strategy competing against nuclear weapons
production. Participated in Red Team Reviews for EG&G at INEL. Served as
Derivative Classifier.
EG&G Rock Flats, Resumption Pu Operations, Golden, CO (on loan from EG&G
Idaho) Director 1989 – 1990
Participated as an original team member for the EG&G transition team.
During transition, directed a 50-person multi-site team (EG&G Idaho and EG&G
Rocky Flats) responsible for preparing a Nuclear Weapons (plutonium)
Operations Phased Resumption Management Plan for the Rocky Flats Plant.
Within two months, pulled together a transition/multi-site team and
prepared a path forward, for resumption of operations. This plan, (for
resumption of Plutonium Nuclear Weapons Operations), defined/prioritized
issues, described tasks, estimated schedules, and provided the process to
demonstrate compliance (Operational Readiness Review). Served as
Derivative Classifier.
EG&G Idaho, Operation and Capital Projects Engineering, Idaho Falls, ID
Group Manager 1988 – 1989
Directed nine work units with 100-120 technical staff, responsible for EG&G
construction project management ($200 million), AE design, and Title III
inspection. New work growth increased staffing levels from 80 to 130
during FY-89 and FY-90. Reduced cost per drawing from $3,000 to $2,216
during FY-89. Productivity suggestions resulted in over $4.5 million
savings for customers during FY-89.
US DOE, Richland Operations (RL) Office, Richland, WA
Assistant Manager for Facilities and Laboratory Management 1987 – 1988
Directed three divisions with 60-70 technical staff, responsible for
Richland Operations Office (RL) construction projects ($500 million); RL
site service ($175 million) and Pacific Northwest National Laboratory’s
R&D Programs ($220 million/year). Team Leader Sector VI Energy Team, for
National Continuity of Government Program. Directed implementation of new
performance appraisal system for R&D contractor. Implemented cost
effectiveness/productivity program into the R&D and
engineering/construction contractor organizations.
US DOE, Richland Operations (RL) Office, Richland, WA
Assistant Manager for Operations 1984 – 1987
Directed three divisions with 60-70 technical staff, responsible for RL’s
$700 million/year nuclear operation oversight and assessments. This
included nuclear material production; defense radioactive waste
management; research reactor operations; reactor fuel deployment and
supply; and decommissioning of shutdown nuclear facilities. Selected for a
temporary assignment by the Assistant Secretary for Defense Programs,
DOE-HQ, to set up a new ES&H Coordination Office for the Office of the
Assistant Secretary for Defense Programs. Represented RL on the DOE Task
Force responding to the Chernobyl accident. Initiated and carried through
to completion RL’s first major public affairs program with significant
public involvement, i.e., Hanford Defense Waste EIS.
US DOE, Richland Operations (RL) Office, Richland, WA
Assistant Manager for Safety, Environment, and Security 1982 – 1984
Directed two divisions with 50-60 technical staff, responsible for RL’s
compliance programs. This included safety, health, emergency preparedness,
safeguards, security, and quality assurance oversight, assessments,
appraisals, and audits. Selected by DOE-HQ to participate as a field
office expert in two Comprehensive Safety Appraisals and two Comprehensive
Security Inspections and Evaluations, of other field offices (Albuquerque
Area Offices Pantex, Bendix, and LANL plus, Oak Ridge and Savannah River).
Co-authored a comprehensive presentation on the “DOE Safety System and
RL’s Program for Enhancing Productivity and Safety.” This presentation was
made numerous times at the Assistant Secretary level, to other field
offices, and to contractors. Developed a risk/benefit methodology for
prioritizing security requirements at RL. The approach was unique enough
that DOE-HQ requested numerous presentations to HQ, other field offices,
and national laboratories. Selected by DOE-HQ to serve on a national task
force sponsored by DOE and the Environmental Protection Agency to study
applying the Resource Conservation and Recovery Act to DOE facilities.
Various Positions 1967 – 1982
Held a variety of positions with increasing responsibility and authority
within the Atomic Energy Commission and Energy Research and Development
Administration. Work mainly involved Hanford’s nuclear weapons research
program, radioactive waste management, tank farms and burial grounds
oversight and assessments. Served as classification analyst.
