Ms. Monhart has more than 30 years experience in contract management, project management, independent assessment, environment restoration, and environmental health and safety program implementation.

EXPERIENCE SUMMARY

1999 – 2004: Manager, Fermi Site Office, U. S. Department of Energy (DOE), Batavia, IL. Served as the senior DOE official at the Fermi National Accelerator Laboratory (Fermilab). Responsible for the administration of DOE’s contract with Universities Research Association, Inc. (URA) for the management and operation of Fermilab, a high energy physics laboratory with a $300 million annual budget. Other key functions of the Fermi Site Office included: evaluation of URA performance; federal project direction for construction projects on the Fermilab site; oversight of environment, safety, and health practices; and operational awareness of all aspects of Fermilab. The Fermi Site Office was also responsible for providing federal project direction for the United States’ portion of the Large Hadron Collider Construction Project at CERN in Geneva, Switzerland on behalf of DOE and the National Science Foundation.

1994 – 1999: Deputy Director, Contract Reform and Privatization Project Office, U.S. Department of Energy, Washington, DC. Responsible for overseeing the development and promulgation of DOE’s contract reform and privatization strategies for the Department’s national laboratories and other major facilities. Served in a staff capacity to the Office of the Deputy Secretary and provided policy analyses and recommendations to DOE’s senior leadership.

1991 – 1994: Director, Richland Operations Division, U.S. Department of Energy, Office of Environmental Restoration and Waste Management, Washington, DC. Responsible for managing the environmental restoration program for the Hanford Site. This program included the remediation of contaminated areas and the conduct of decontamination and decommissioning activities.

1990 – 1991: Acting Area Manager, Brookhaven Area Office, U.S. Department of Energy, Upton, New York. Served as the senior DOE official at the Brookhaven National Laboratory (BNL). Responsible for the administration of DOE’s contract with Associated Universities, Inc. (AUI) for the management and operation of BNL, a multi-program laboratory with a $300 million annual budget. Served as Deputy Team Leader and Management Sub-Team Leader for the DOE Tiger Team Review of Sandia National Laboratories’ environment, safety, and health practices at Albuquerque.

1987 – 1990: Deputy Area Manager, Brookhaven Area Office, U.S. Department of Energy, Upton, New York. Responsible for assisting the Area Manager in the administration of DOE’s contract with AUI for the management and operation of BNL. Lead areas of responsibility included: serving as first line supervisor; preparing the annual AUI performance evaluation; and leading the DOE/BNL team responsible for preparing and monitoring progress against the Action Plan resulting from DOE’s Tiger Team Review of environment, safety, and health practices at BNL.

1983 – 1987: Director, Policy and Analysis Division, U.S. Department of Energy, Chicago Operations Office, Argonne, Illinois. Responsible for (1) providing policy and procedure guidance on the acquisition and assistance process, (2) managing the acquisition and assistance appraisal program, (3) chairing the Contract Review Board, (4) developing and implementing Small/Disadvantaged Business Program, and (5) serving as Competition Advocate.

1975 – 1983: Supervisory Contract Specialist, U.S. Department of Energy, Chicago Operations Office, Argonne, Illinois. Supervised the negotiation and administration of research and development contracts to support the agency’s programs. Chaired source selection boards and panels.
