James E. Loomis

Mr. Loomis has extensive experience in management and assessment of major engineering/construction projects including nuclear power plants and government remediation facilities. He has expertise in cost and schedule assessments and analysis of the engineer/contractor interface. Recent experience includes acting project controls manager for a nuclear related engineering organization, managing construction completion of a facility for processing mixed radioactive waste, resolution of construction claims, overview of engineering/construction schedules using Primavera Project Planner, and review of estimates for large engineering/construction projects.

Managed construction completion of the Advanced Mixed Waste Treatment Facility for BNFL, Inc. at INEEL.
Resolved construction subcontract claims for BNFL Inc. on the Advanced Mixed Waste Treatment project at INEEL. Provided construction scheduling and estimating assistance.
Performed high level review of the Pretreatment Building construction schedule for the radioactive waste treatment plant being designed and constructed by Bechtel National at Hanford. Resolved schedule related issues and developed revised logic to maintain schedule.
Managed pre-construction activities for the radioactive waste treatment plant at Hanford and the development of an integrated project schedule.
Managed high-level reviews of BNFL’s fixed price estimates for vitrification of radioactive wastes at Hanford, and processing of mixed waste at INEEL
Provided project management support and cost/schedule assessments for BNFL’s fixed price disassembly and decontamination of uranium enrichment facilities at Oak Ridge, TN.
Managed two spent nuclear fuel related projects at Hanford’s K Basins for Duke Engineering & Services Hanford. Provided engineering/construction project consulting services.
