John W. (Jack) Spencer, PE
Mr. Spencer has over 30 years experience in the nuclear power industry,
and recently provided senior mentoring and project management support to
Ontario Power Generation (OPG) during the company’s restructuring. Mr.
Spencer has extensive experience in the nuclear industry, having served as
the Plant General Manager for the CP&L Brunswick Units 1 and 2,
Superintendent of Maintenance, Superintendent of Plant Services, Outage
Manager, and Startup Director for the Philadelphia Electric Company
Limerick Nuclear Plants 1 and 2, and Manager of Maintenance and In-Service
Inspection for the Philadelphia Electric Company Peach Bottom Units 2 and
3. During 1997-1998, Mr. Spencer played a key role in successful conduct
of the Commitment Reconciliation task at OHN, completing this important
NAOP project on schedule and under budget.
RELEVANT
EXPERIENCE
At CP&L, Mr. Spencer was Plant General Manager of the Brunswick Units 1
and 2, with responsibility for moving and shipping spent fuel to the
Shearon Harris plant for storage, and for the planning for dry spent fuel
storage at Brunswick. Mr. Spencer has a proven track record of project
management. For Philadelphia Electric Company, Mr. Spencer served as
project manager for the Limerick Nuclear Plant Startup, a multi hundred
million dollar, four year project that came in on schedule and under
budget. In this capacity, Mr. Spencer was responsible for construction,
testing and initial plant start up.
Mr. Spencer has recent relevant experience in spent fuel storage, having
served as a consultant with Precision Components Corporation in York, PA
to design and fabricate spent fuel casks for Virginia Electric and
Japanese utilities. Mr. Spencer also has recent first of a kind licensing
experience with the USEC certification by the NRC. The USEC effort
involved taking Safety Analysis Reports that had been prepared to meet DOE
standards, updating it to demonstrate that safety objectives were being
met while concurrently preparing the required documentation to support
USEC’s safety case before the NRC. This project required decision making
on what safety objectives were required to be met, how they should be met,
and how this information would be described to the NRC to ensure that USEC
retained flexibility in the details of how the safety objectives were
implemented.
From 1995-1997, Mr. Spencer provided management coaching services to USEC
in the areas of maintenance, operations, work control, regulatory
commitment management ,engineering and nuclear criticality safety. In
addition, Mr. Spencer assisted in identification and implementation of
people and process improvements. Also, Mr. Spencer had the opportunity at
the GDPs to interface directly with the Plant Offsite Review Committee,
the NRC regional staff, and GDP plant management in an attempt to assure
that NRC certification could be achieved in a timely and cost effective
manner. In early 1997, Mr. Spencer received a letter of commendation from
USEC for his work at Paducah.
Mr. Spencer has extensive experience in the nuclear industry, having

At the Limerick Plant, under Mr. Spencer’s leadership, Maintenance and
Health Physics received the highest rating, (SALP 1), from the NRC for
each appraisal. As a consultant, Mr. Spencer has provided management and
nuclear regulatory support to a number of utility clients including
Baltimore Gas & Electric Company, Comision Federal de Electricidad, TVA
and PECO Energy.

EDUCATION AND OTHER QUALIFICATIONS
BS degree in Mechanical-Industrial Engineering from Drexel University
Masters of Business Administration degree from St. Joseph’s University
Mr. Spencer is a graduate of the Institute of Nuclear Plant Operations (INPO)
senior plant manager program.
Mr. Spencer was licensed by the USNRC as a Senior Reactor Operator (SRO)
at both the Peach bottom and Limerick Plants.
