EXPERIENCE SUMMARY

Mr. DeYoung has more than 30 years of experience in Safety and Hazard Analysis, Weapons Systems Analysis, Safety and Security of Nuclear Weapons, Non-reactor Nuclear Facility Design, Authorization Basis including Safety Analysis Reports, Basis for Interim Operations (BIOs), Technical Safety Requirements (TSRs), and Un-reviewed Safety Questions (USQs).

DETAILED EXPERIENCE

Mr. DeYoung has conducted TSR implementation and prepared over 200 USQs for a reactor facility (TA-18) at the Los Alamos National Laboratory (LANL). In addition, he performed authorization basis and hazards analysis for the Plutonium Processing Facility (TA-55) at LANL. (1999?2000)

In the area of safety and hazard analysis, Mr. DeYoung has performed hazards analysis for the dismantlement of nuclear weapons at the Pantex Plant. Weapons analyzed included B61, W76, and W69. (1994?1998). In addition, Mr. DeYoung served as the lead analyst for three safety analysis reports (SARs) for the Pantex Plant weapon component staging and assembly/disassembly facilities. Analysis included preparation of TSRs, identification of SSCs, and extensive investigation of natural phenomenon incidents. (1991?1994). DeYoung also served as lead analyst for preparation of a fire hazards analysis (FHA) for a large plutonium staging facility. (1993), and conducted hazard analysis and provided mechanical engineering design packages for hazardous materials processing equipment and facilities for the Rocky Flats Restart Project. (1990).

In the area of Weapons System Analysis, Mr. DeYoung has performed evaluations of conventional weapons, comparing the effectiveness of advanced conventional weapons to tactical nuclear weapons for both strategic and tactical applications. (1989?1990). In addition, as a member of the Los Alamos National Laboratory Prometheus team, Mr. DeYoung analyzed the hypervelocity particle concept for strategic defense against ballistic missiles. (1988). Mr. DeYoung also was responsible for the Air Force portion of joint DoD/DOE Phase 2A-Phase 7 studies including engineering development of warheads for the delivery system, cost and benefit tradeoffs, and stockpile management. (1984?1987). In addition, he was responsible for nuclear weapon technical publications, nuclear weapons effects publications, development of advanced weapon concepts, and nuclear employment options at the Defense Nuclear Agency. (1981?1984)
