Paul S. Check
Mr. Check is a senior regulatory consultant with more than 35 years
experience in the nuclear energy industry, including 20 years experience
with the regulatory issues of the NRC and DOE. Mr. Check specializes in
providing strategic advice on operational, safety, project management and
regulatory issues. He is well versed in management of all phases of
regulation including licensing, inspection, and enforcement.
Mr. Check recently served a member of the congressionally chartered
External Independent Review of the River Protection Project at Hanford. In
addition, Mr. Check provided assistance to Ontario Hydro Nuclear in their
efforts to develop and implement a more effective regulatory strategy. As
a member of OHN’s Regulatory Impact Task Force, reporting to the Vice
President of Regulatory Affairs, Mr. Check worked with OHN’s line managers
and with the Atomic Energy Control Board (AECB) to develop a regulatory
strategy that would be effective and yet affordable for the utility’s 20
nuclear plants.
Mr. Check has experience with the unique regulatory challenges of
government privatization through his work in supporting the formation of
the United States Enrichment Corporation. Mr. Check assisted USEC with
regulatory policy development, criteria development, preparation of
regulatory guidelines, and plans to remain in compliance with DOE and NRC
safety criteria. United States Enrichment Corporation (USEC), was formed
in legislation passed in October 1992, and was required to develop a
regulatory framework under which DOE and later NRC could regulate the
40-year-old gaseous diffusion plants.
Mr. Check is adept in defining problems and objectives, developing plans
for achieving business objectives, and directing execution of action
plans. He has designed, staffed, and led an organization for a DOE
contractor to provide independent oversight of project operations.
As a senior manager with the USNRC, Mr. Check served as Deputy Manager of
NRC Region IV from 1983-1987, and as the Division Director responsible for
licensing of the first of a kind Clinch River Breeder Reactor Plant
Project from 1981 to 1983..
Mr. Check holds a Bachelor of Science degree in physics from Fairfield
University and a Master of Science degree in nuclear engineering from the
University of Cincinnati. He is an active member of the American Nuclear
Society.
