Dr. J. Robert Merriman

EXPERIENCE SUMMARY:

Dr. Merriman is a senior manager with special expertise in resolving issues relating to management, national security, energy and the environment.

Dr. Merriman has a very prestigious track record in private industry including serving as President and CEO of M4 Environmental Management, Inc., co-founded by Martin Marietta Corporation to deploy specialized technology applicable to major governmental environmental problems, including the processing of nuclear fuel cycle wastes.

Previously, Dr. Merriman held a variety of senior management positions with Martin Marietta (and its predecessor, Union Carbide) in the Oak Ridge, TN and Paducah, KY uranium enrichment facilities. His responsibilities during a thirty-year career in the nuclear fuel cycle included fundamental R&D work as an individual technical contributor; operations planning; engineering, design and construction management; plant operations and maintenance; leadership of multi-hundred million dollar R&D programs, business and strategic planning; and international marketing of fuel cycle services.

Dr. Merriman also served as Associate Director of the Oak Ridge National Laboratory, where he was responsible for the Laboratory’s nuclear and engineering programs and the Oak Ridge work in advanced isotope separation. In 1989, he was named Vice President for Martin Marietta Energy Systems activities in a number of applied technology programs sponsored by the Department of Energy and other federal agencies. In 1992, he was named Vice President for Environmental Restoration and Waste Management Programs, integrating these activities across all five Energy Systems facilities in Oak Ridge, Paducah and Portsmouth, OH. In 1993, he was named Senior Vice President of Martin Marietta Energy Systems; in this capacity, he had responsibility for operations of the 15,000-person, multi-site, multi-program company.

1997-Present: Private Consultant

  Consultant in management, energy, national security and environmental fields.
   
1994-1997: President and CEO, M4 Environmental, Oak Ridge, TN
  Led development stage company from its founding to $30M in revenues within 2 years, prior to the company’s reacquisition by its owners.
  Established market presence and contracts in all target market segments, including DOE, DOD, and other federal and commercial customers.
  Built and started up first-of-a-kind processing systems for mixed and radioactive wastes.
  Achieved critical regulatory determinations.
  Created a team widely recognized as one of the best in the industry.
   
1993 – 1994: Senior Vice President, Martin Marietta Energy Systems, Oak Ridge, TN
  Served as chief operating officer for a 15,000 person company with 5 major sites in 3 states and programs including environmental cleanup, production, engineering and basic science and technology.
  Led the successful negotiation of incentive contracting and environmental liability provisions, resulting in extension of the company’s contract with DOE.
  Accomplished numerous significant performance and systems improvements including cost reductions, environmental compliance improvements and managerial and staff development.
  Director, Martin Marietta Utility Services, the company responsible, under subcontract to USEC, for operation of the U. S. Gaseous Diffusion Plants at Paducah, KY and Portsmouth, OH and for significant support to the laser isotope separation program.
   
1989-1993: Vice President, Martin Marietta Energy Systems, Oak Ridge, TN
  Established and led the company-wide environmental management activity, an $800M program encompassing environmental restoration and waste management at all 5 Energy Systems sites. The scope involved over 1000 waste sites, many on the NPL, over 200 inactive buildings and numerous specialized waste treatment systems, including the country’s only mixed waste/toxic waste incinerator.
  Developed new missions in applied technology, environmental technology and work for other federal agencies that provided a basis for rebuilding the declining 4000-person K-25 gaseous diffusion site organization as a strong contributing member of the DOE complex.
  Instituted important performance improvement processes which resulted in substantial increases in customer satisfaction and significant cost reductions.
  Directed the turn-around of critical programs, including the restart of the mixed waste incinerator.
  Served as the Energy Systems Ethics Officer and established the activity as the one considered by corporate officials as the best ethics program in Martin Marietta.
   
1987-1989: Associate Director, Oak Ridge National Laboratory, Oak Ridge, TN
  Directed major, highly diversified ($200M annually) programs in the nuclear and engineering technology areas at ORNL, including programs in reactor technology, nuclear safety, fuel reprocessing, defense and space technologies, waste treatment, and robotics and intelligent systems
  Led ORNL and Martin Marietta activities in the national laser isotope separation program, with focus on Atomic Vapor Laser Isotope Separation (AVLIS).
* In conjunction with LLNL, established an AVLIS deployment plan that was highly regarded by Martin Marietta, LLNL and DOE.
   
1985-1987: Vice President, Martin Marietta Energy Systems, Oak Ridge, TN
  Established uranium enrichment marketing organization which supported DOE’s contracting efforts in all areas of the activity, ranging from market analysis and research to direct interaction with international customers and sales support. DOE’s customer base involved over 100 nuclear reactors in the United States, Europe and the Far East.
  Helped DOE introduce a new contract and recapture market share in this highly competitive, $3B international market.
  Directed all Martin Marietta efforts in support of the national AVLIS program.
   
1981-1985: Director, Enrichment Technology and Production, Union Carbide and Martin Marietta, Oak Ridge, TN
  Responsible for a wide variety of R&D and production activities in the uranium enrichment program, including responsibility for operations at the Paducah and Portsmouth Gaseous Diffusion Plants. Provided leadership to the 4000-person uranium enrichment organization during the contractor change from Union Carbide to Martin Marietta. Conceived and directed validation of a new mode of operating the U.S. gaseous diffusion plants, utilizing cheaper unfirm electricity, resulting in a substantial cost savings, still being realized, and extension of the plants’ economic lifetimes. This allowed DOE the flexibility to terminate the costly (multi-billion dollar) alternative GCEP program.
  Directed extensive (multi-hundred million dollar funding support) technology programs in support of advanced isotope separation processes, including gas centrifuge, AVLIS, molecular laser isotope separation (MLIS) and ion cyclotron resonance (PSP). Assisted in the technical and economic analyses that provided a basis for selecting AVLIS from among competing advanced technologies.
   
1977-1981: Technical Division Director/Program Manager, Union Carbide Nuclear Division, Oak Ridge, TN
  Managed and provided leadership to numerous R&D programs associated with current and advanced methods of commercial uranium isotope separation, including gaseous diffusion, gas centrifuge, AVLIS, PSP and MLIS.
   
1972-1977: Manager, Engineering and Technical Services, Union Carbide Nuclear Division, Paducah, KY
  Provided overall direction of the Paducah gaseous diffusion plant’s technical activities, including plant engineering, technical services, quality assurance and environmental control. Served as Chief Engineer during a successful $600 million capacity expansion program.
