ESH&Q / Nuclear Safety Conduct-of-Operations / Oversight activities with
uniquely applied performance expertise through implementation of
Management and Programmatic Assessments supporting Operational Readiness
and Nuclear Safety Regulatory Compliance Management. Solid background in
administration, engineering and operations providing quality support on
the Hanford Site and other DOE facilities stemming from extensive
experience supporting Nuclear Power Plant Operations Design/Licensing at
Research and Power Generation Facilities. Technically solid credentials
with the ability to understand a wide variety of new technologies and
technology applications. Proven team player with in-depth knowledge of DOE
Orders and Standards as well as NRC rules and regulations. Recent
performance as a Readiness Review team member and past performance in
support of Hanford Tank Farm Operational Readiness Review activities.
DETAILED EXPERIENCE
Readiness Assistant – Supported the CH2M HILL Operational Readiness
Group by providing the services of a Readiness Assistant. Supported the
Senior Readiness Assistant for the Demonstration Bulk Vitrification System
Project, the Integrated Disposal Facility and the Contact-Handled
Transuranic/Mixed Waste Packaging Project to facilitate the successful
development of the documentation necessary to support the Operational
Readiness Review (ORR) process. Responding to the requirements of DOE O
425.1B and the CH2M HILL readiness process and procedures. Specifically,
the development of the Activity Description, the Startup/Restart
Description, the Operational Acceptance Checklist, the Plan of Action, The
Facility Readiness Plan addressing the Startup Management Self-Assessment
and preparation activities leading to the DOE-ORR.
Principal Engineer – Project management for Design Verification
Review program supporting BNFL, Inc. Operational Readiness Review
preparation for the Advanced Mixed Waste Treatment Plant (AMWTP) Project.
AMWTP was in Commissioning (Startup Testing) at the time with the
expectation that a successful ORR would be performed at the conclusion of
the startup testing.
Principal Engineer/Subject Matter Expert (SME) – Supported Fluor
Hanford as a matrixed employee to the Waste Management Project (WMP)
responsible for ESH&Q/Conduct of Operations
Oversight performing Management Assessments in several Operations and
Maintenance areas addressing Programmatic as well as Operational
compliance issues. Supported Nuclear Safety in Project Support Engineering
for WMP facilities (i.e., WRAP, T-Plant, Solid Waste Storage & Disposal
and Liquid Waste Processing Facilities) as well as provided Nuclear Safety
Support as a qualified Unreviewed Safety Question evaluator to the Spent
Nuclear Fuels Project. Excellent written and oral communications was a key
requirement for this work.
Principal Engineer – On the Tank Waste Remediation Systems,
supported Technical Operations and Engineering Nuclear Safety and
Licensing group as a subject matter expert for the Basis for Interim
Operation implementation program. Participated in Unreviewed Safety
Question (USQ) evaluations as a qualified evaluator which included
participation on Root Cause analysis review committees. Received training
to qualify to participate in DOE Accident Investigations. Functioned as
the TWRS Plant Review Committee (PRC) Secretary and participated in
several programmatic reviews assisting management in response development
of Assessment Action Plan initiatives.
Facility Evaluation Board/Subject Matter Expert (SME) responsible
for developing compliance criteria and addressing the conduct of
Independent Assessments activities through a comprehensive, documented
performance based review process encompassing all the facilities on the
Hanford Site. Responsible for Operational Readiness Review (ORR) support
in the areas of design review affidavits and Readiness Oversight for
design implementation of the Vadoze Zone and other Tank Farm monitoring
Equipment Programs at Hanford. This activity required considerable
interaction with Tank Farm Operations personnel and knowledge of the Tank
Farms. SME reporting to the Tank Farm Safety Support Manager as part of
the Safety Oversight Group, participated in the development of a
structured review process for DOE Regulatory Compliance Implementation of
DOE Rules as applied to the Hanford Tank Farms. This activity required
in-depth knowledge of the Hanford Tank Farms.
Licensing and Nuclear Safety Subject Matter Expert – Responsible
for organizational assessment on the Configuration Management Pilot
Project at Ontario Hydro, Toronto Canada. Responsible for developing an
Issues Management Program for EG&G-Mound. Also developed a Prioritization
Model and issues tracking module for use with DOE Order Compliance
activities.
Project Engineer/Deputy Project Manager – Supported updating of the
FSARs for the Dresden and Quad Cities Nuclear Plants. Responsible for
technical/system engineering direction in support of the Vital Safety
Systems Verification Program for EG&G-Rocky Flats.
Nuclear Licensing/Regulatory Compliance Manager – Regulatory
Compliance/Licensing Manager at Waterford III Nuclear Generating Station
prior to a similar management position at Trojan Nuclear Plant responsible
for Commitments Management Systems, interface with the NRC on licensing
related matters, and management of subcontractors performing document
control, word processing, and data entry in operations and technical
specifications support.
Project Licensing Manager – For Energy Northwest, Richland
Washington, responsible for securing issuance of the Operating License.
Also managed NRC open items and for response to NRC Safety Evaluation
Report concerns.
Licensing Engineer/Program Manager/Design Engineer – For General
Electric Company, San Jose California, provided licensing support, program
management, and worked as a design engineer on several General Electric
Company projects. Represented General Electric Company Nuclear Division as
a loaned employee on the Three-Mile Island (TMI) investigative task group
of the EPRI Nuclear Safety Analysis Center (NSAC). Participated in
pre-curser investigations and root cause analysis/reviews addressing the
TMI Accident.
SPECIFIC PROJECT EXPERIENCE
Specific to the Hanford Tank Farms, served on the Facility Evaluation
Board (FEB) for review of Tank Farm safety related subjects including the
Basis for Interim Operation implementation program. As Secretary of the
Tank Farm Plant Review Committee, participated in several programmatic
reviews assisting management in the response to Assessment Action Plan
initiatives. Participated in Unreviewed Safety Question (USQ) evaluations
as a qualified evaluator which included participation on Root Cause
analysis review committees. Received training to qualify to participate in
DOE Accident Investigations. As a member of the FEB, responsible for
Operational Readiness Review for design implementation of the Vadoze Zone
and other Tank Farm monitoring equipment programs. This assignment
required development and knowledge of day-to-day tank farm activities and
operations. Supported the Waste Management Project (WMP) responsible for
ESH&Q/Conduct of Operations Oversight performing Management Assessments in
several Operations and Maintenance areas addressing Programmatic as well
as Operational compliance issues. As a member of the Tank Farm Safety
Oversight Group responsible for the Hanford waste storage tanks, assisted
in the development of a structured review for DOE ESH&Q/Regulatory
Compliance Implementation for DOE Rules, Orders and Standards.
