Thirty-seven years experience with particular expertise in civil
engineering, project cost management – including resource planning, cost
estimating, budgeting and control. Experienced in estimating from
conceptual to definitive project phases, trending, value engineering,
performance measurement and cost control, bid analysis and contract
development, cost management system development and evaluation, planning
and scheduling, claims evaluation and business process improvements.
Performed a wide range of economic and financial feasibility analyses.
Extensive experience performing independent baseline reviews and
validations of projects for the U. S. Department of Energy's Environmental
Restoration, Waste Management and Civilian Radioactive Waste Management
Programs. Reviews resulted in recommendations for significant systems
improvements and cost reductions.
Hold active “Q” clearance from DOE. Certified as Cost Engineer by AACE
International, the Association for Total Cost Management. Member of
Project Management Institute. Hold Private Pilot license.

1994 – 1999: Gruber & Flannery (G&F)
Partner in project management consulting firm. Primary mission of firm to
improve cost performance of client projects or project management
organizations through conducting reviews, making recommendations and
implementing improvements to business processes and procedures. Clients
included Atlantic Richfield Corporation, ARCO Chemical Company, TRW
Environmental Safety Systems, Inc., U.S. Department of Energy, U.S. Army
Corps of Engineers, Exxon Research & Engineering Company, Burns and Roe
Enterprises, Inc., Foster
Wheeler Energy Corporation, B&W Nuclear Environmental Services, Inc.,
Yankee Atomic Electric Company, Northeast Utilities, and others.
1992 – 1994, and 1977 – 1979: Gilbert/Commonwealth, Inc., Reading PA
Major engineering and consulting firm with annual revenues of over $200
million and in excess of 1,000 employees. Positions held: Project Manager,
Independent Cost Estimating Services - U.S. Department of Energy. Also,
Cost Control Module Consultant (1977-79 timeframe) to Virginia Electric
Power Company.
1980 – 1992: Atlantic Richfield Corporation, Los Angeles, CA
Large, integrated oil and gas company with foreign and domestic
operations. Served in various supervisory, management and consultant
positions in Prudhoe Bay and Anchorage, Alaska; Plano, Texas; and Paris,
France.
1979 – 1980: Exxon Research and Engineering Company, Florham Park, NJ
Research and project management division of Exxon Corporation. Position
held: Staff Engineer – Cost and Schedule Engineering Division of the
Project Management Department. Responsible for preparing project cost
estimates for large capital ventures, such as a Chilean copper mine (Los
Bronces), and a heavy crude oil processing pilot plant.
1974 – 1977: Alyeska Pipeline Service Company, Anchorage, AK
Consortium of large oil production companies assembled to manage
construction and operations of the Trans-Alaska Pipeline System. Positions
held: Resident Cost Engineer in Fluor design office in Los Angeles and
Senior Cost Engineer in Anchorage, Alaska.
1970 – 1974: Consumers Power Company, Jackson, MI
Electric and gas utility company serving most of the lower peninsula of
Michigan outside the Detroit area. Worked in power plant construction
division. Positions held: Assistant Project Manager, Schedule
Administrator, Project Controls Supervisor.
1967 – 1970: Pittsburgh-Des Moines Steel Company, Pittsburgh, PA
Steel fabrication and erection company. Positions held: Heavy Assembly
Shop Engineer, Project Manager.
