Susan M. Thraen

EXPERIENCE SUMMARY

Ms. Thraen has over eighteen years of domestic and international experience as a nuclear engineer. This experience was gained with the U.S. Nuclear Regulatory Commission, the Pennsylvania Bureau of Radiation Protection, the Idaho National Engineering Laboratory, and contractor and consulting firms. Ms. Thraen has significant experience in the regulatory process, inspection & enforcement, Environment, Safety & Health (ES&H) disciplines and nuclear operations. Ms. Thraen’s specialty areas include safety and hazards analysis, regulatory compliance & standards development, inspections/appraisals, radiation protection, emergency preparedness, training, and conduct of operations. 

Ms. Thraen has performed root cause analysis investigations of violations of 10CFR regulations pertaining to the commercial nuclear industry. Ms. Thraen has completed the coursework for MORT qualifications. In addition, she has been involved with enforcement actions as a result of violations of 10CFR50. Within the DOE complex, Ms. Thraen has participated in review of
ORPS to determine PAAA applicability and root cause analysis.

Ms. Thraen is currently providing safety analysis technical support and mentoring at the Idaho National Engineering and Environmental Laboratory which includes hazard and accident analysis in support of spent nuclear fuel storage and high level waste operations.

DETAILED EXPERIENCE

Ms. Thraen participated on a DOE team of subject matter experts convened to review and approve the safety and licensing basis for the Waste Treatment Plant at the Hanford Reservation. Ms. Thraen’s expertise was applied to the hazard and accident analysis area of the submittal.

Ms. Thraen has significant experience performing hazard analyses, safety analyses, accident analyses, USQs, dispersion modeling, developing and implementing emergency preparedness and ES&H programs, conducting audits and assessments, training, and mentoring. Ms. Thraen has an in depth knowledge of federal regulations to include 10CFR, 29CFR, 40CFR and DOE Orders 5480.21, 5480.22 and 5480.23 and DOE-STD-3009. Ms. Thraen has authored four hazard category 2 nuclear facility Safety Analysis Reports which have been approved by DOE and numerous Auditable Safety Analyses.

Ms. Thraen was the ES&H Team Leader for the design & construction of the CMR Upgrades Project at Los Alamos National Laboratory (LANL). The purpose of this 174M dollar project was to extend the life of a 45+ year old nuclear facility by 20 years. Ms. Thraen’s responsibilities included supervision of an ES&H staff and management of 18.7 M budget. 

Ms. Thraen performed technical reviews of construction design packages, oversight of construction activities for safety, approved subcontractor health & safety plans, reviewed process safety management activities, performed Unreviewed Safety Question Determinations, prepared environmental assessments, prepared preliminary hazards assessments and other ES&H duties. 

Ms. Thraen also provided assistance to the Plutonium Operations Facility with Conduct of Operations implementation and the ESH Division with Integrated Safety Management as part of the implementation of the Defense Nuclear Facility Safety Board’s Recommendation 95-2. Ms. Thraen has detailed knowledge of project management techniques used for successfully engineering, designing and constructing within the nuclear operations field.

Ms. Thraen also assisted LANL with Order Compliance Self Assessment and Integrated Standards Based Management. This task included identification & development of performance-based standards, criteria and metrics for radiation protection, development of program plans and implementing procedures and Laboratory implementing guidance. Ms. Thraen instructed DOE Fundamentals of Engineering Principles, Chemical Processing and Nuclear Physics courses across the DOE complex. Ms. Thraen upgraded course material and instructed the DOE, Assessing Conduct of Operations Course at various DOE facilities complex-wide. Ms. Thraen also developed Total Quality Management training courses. 

Ms. Thraen performed nuclear safety oversight activities at both PWR and BWR nuclear power plants in Pennsylvania. Ms. Thraen evaluated plant operating reports, licensee event reports, Systematic Assessment of Licensee Performance reports and technical specification change requests. Ms. Thraen performed routine safety inspections of both nuclear power plants and material transportation activities. Ms. Thraen was part of the decision-making authority for protection of public health & safety during occurrences at nuclear power plants or with nuclear material licensees.

Ms. Thraen was a reactor engineer and resident inspector with the Nuclear Regulatory Commission, Region I. Ms. Thraen performed numerous inspections of nuclear power facilities, prepared inspection reports, drafted notices of violations, assisted in enforcement conferences, assessed licensee performance, responded to public inquiries and reviewed modification packages at various nuclear power plants. Ms. Thraen participated in the establishment of an issue management and an allegation resolution system. Ms. Thraen also participated on numerous team inspections to include: Readiness Assessment Teams performed prior to startup from a plant outage; Performance Assessment Teams performed at "problem" plants and Corrective Action Team inspections which focused on previously identified problem areas. Ms. Thraen is qualified as a reactor engineer on the Westinghouse Pressurized Water Reactor Systems. Ms. Thraen assisted in the restart of construction activities at the Limerick Nuclear Generating Station following an extended construction delay. Ms. Thraen also assisted Limerick in the development of the inspection plan and execution of oversight of resumed design and construction activities. Ms. Thraen performed as a resident inspector at Three Mile Island Unit 1 & 2. Ms. Thraen developed a detailed restart schedule for TMI Unit I following an extended shutdown (6 years) due to the Unit 2 accident.

Ms. Thraen has direct experience in the development of an emergency preparedness program at commercial nuclear plants and government agencies. Ms. Thraen has assisted in the performance of hazards assessments, development of plans and procedures, performance of drills/exercises and has performed as an Emergency Operations Center Manager. Ms. Thraen continues to evaluate emergency preparedness programs at both commercial nuclear plants and within the DOE complex.

Ms. Thraen was a member of an international expert team for the Austrian Federal Chancellery at Mochovce nuclear power plant near Levice, Slovakia. The assessment focused on the construction hiatus that occurred following the departure of the Soviets from Eastern Europe and safety issues related to an extended construction delay. Ms. Thraen’s area of focus was equipment preservation. Ms. Thraen also performed an assessment of the emergency preparedness program at Laguna Verde Nuclear Power Plant near Veracruz, Mexico.
