Edward L. Quinn
Mr. Quinn has over 25 years experience in providing nuclear support services to both government and electric utility companies in the U.S. and internationally. Mr. Quinn’s specific expertise is in the areas of independent assessment and review, licensing and compliance; electrical and controls design; startup and operation.
Mr. Quinn has supported U.S. Department of Energy programs recently by serving as a member of a DOE inspection team to review the Waste Treatment Plant design for the Office of River Protection in Richland, WA.
In the commercial nuclear power sector, Mr. Quinn has conducted independent assessments and operational reviews of a number of nuclear power plants including Millstone, DC Cook, Nine Mile Point, Waterford, Pilgrim, Cooper LaSalle, Quad Cities, Diablo Canyon and Fitzpatrick.
From 1997 to 1999, Mr. Quinn was retained by the Nuclear Regulatory Commission, Advisory Committee on Reactor Safeguards (ACRS), as the sole consultant for instrumentation and control issues related to the NRC’s revision of the regulations to address digital instrumentation upgrades.
In other DOE support work, Mr. Quinn has evaluated deregulation and power uprate plans by domestic power producers. Mr. Quinn serves as Coordinator for General Atomics Utility Advisory Board in support of commercial gas reactor deployment and has served as the Team Leader for DOE I&C Workshop programs and DOE Energy Information Agency analysis of advanced reactors for national energy security and hydrogen generation.
In the 1989 to 2001 time frame, Mr. Quinn was a Vice President of a privately owned engineering services consulting company. During this period, key project included the following:

From 1988 to 1989, Mr. Quinn worked as an Operations Training Instructor - responsible for development of operations training lesson plans and classroom instruction for a commercial nuclear utility’s Auxiliary Control Operator (ACO), Engineering, and Service Fundamentals courses.
Mr. Quinn has developed and taught INPO accredited courses in thermodynamics, fluid flow, chemistry, reactor theory, physics and electrical science. From 1986 to 1988, Mr. Quinn worked for Pickard, Lowe and Garrick, as a consultant in the areas of instrumentation and control and electric power distribution in support of maintenance and plant betterment assistance to utilities in addition to accomplishing PRA type availability and reliability assessments.
During the period 1979 to 1986, Mr. Quinn supported several electric utility nuclear power plants. He was responsible for implementation of environmental qualification-related design changes for the Southern California Edison Company, San Onofre Nuclear Generating Station. He was also the lead project engineer for all accident monitoring systems (AMS) on SONGS 2 and 3, including installation of the critical function monitoring system (CFMS) and the qualified safety parameter display system (QSPDS). He was an electrical design engineer for the Susquehanna station’s electrical separation task force, directing the electrical separation review for Unit 1 for conformance with licensing commitments. Mr. Quinn was also an ALARA Review Engineer for the Three Mile Island Nuclear Station in 1979 during the recovery effort
From 1975 to 1979 Mr. Quinn worked for the General Dynamics Corporation, Electric Boat Division, and served as the Assistant Project Manager conducting all primary plant testing on USS Phoenix (SSN 702); Alpha Sea Trials Director responsible for primary plant initial full-speed surfaced and submerged trials on USS Indianapolis (SSN 697); Power Ascension Director responsible for all initial critically and power ascension activities onboard and at the power range test center for USS Indianapolis; and a Shift Test Engineer supervising reactor plant construction and testing from initial turnover to final acceptance for USS Indianapolis (SSN 697).
Mr. Quinn is past President of the American Nuclear Society (ANS) (1998-1999).
He is a MIT Summer Reactor Safety Course Instructor on Digital and Analog Safety Systems and an ISA Setpoint Course Instructor, as well as Chairman, ISA S67.04.04, "Effects of EMI/RFI on Instrument Setpoints and Indicators."
Mr. Quinn is an invited expert to the NRC Advisory Committee on Reactor Safeguards (ACRS) from 1996 to present on Analog and Digital Upgrades and Licensing Process. He was the U.S. Delegate to the International Electrotechnique Commission (IEC) and the Project Leader for the IEC Setpoint Standard.
Mr. Quinn holds a Bachelor of Science in Electrical Engineering from Tufts University and a M.S. in Management from Rensselaer Polytechnic Institute. He is the author/co-author of over a dozen published technical papers.
